What is a Certificate of Competency (COC)?
A Certificate of Competency (COC) is the official maritime qualification license issued by a ship's Flag State (or on behalf of the Flag State) that certifies a seafarer is qualified and authorized to serve in a specific rank — such as Officer of the Watch, Chief Officer, Master, Chief Engineer, or Second Engineer — on vessels of specific sizes and types.
COC Requirements
To obtain a COC, seafarers must complete approved maritime education, accumulate required sea service hours, pass examinations, and meet medical fitness standards. STCW sets the minimum international standards, but each Flag State may add additional requirements.
COC Endorsement for UAE Flag Vessels
Foreign seafarers serving on UAE-flagged vessels must have their foreign COC endorsed by the UAE Ministry of Energy and Infrastructure (MOEI). This endorsement confirms the UAE recognizes the foreign Flag State's certification standards.
